This guide was created to provide its readers with a general understanding of some of the many terms and abbreviations used by the State Water Resources Control Board (SWRCB) and the nine Regional Water Quality Control Boards (RWQCB). The definitions herein do not constitute the Water Boards' official use of terms and phrases for regulatory purposes, and nothing in this document should be construed to alter or supplant the meaning of any other Water Board document.
