Notice of Written Comment Period for Tentative Order No. R9-2024-0004 The United States Environmental Protection Agency, Region 9 (USEPA) and California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) are jointly releasing for public review and comment Tentative Order No. R9-2024-0004 (NPDES Permit No. CA0107409), Waste Discharge Requirements and National Pollutant Discharge Elimination System Permit for the City of San Diego E.W. Blom Point Loma Wastewater Treatment Plant Discharge to the Pacific Ocean through the Point Loma Ocean Outfall (Tentative Order/Permit) and USEPA’s Tentative Decision Document (TDD) on the City of San Diego’s (City’s) request for a waiver from secondary treatment requirements pursuant to Clean Water Act section 301(h). Notice of Written Comment Period for Tentative Order No. R9-2024-0011. On February 21, 2024, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board), released Tentative Cleanup and Abatement Order No. R9-2024-0011, An Order Directing Guhn Y. Kim and Yun Soon Kim, as Administrators of the Kim Family Trust of 2017, M&E Brothers LLC, Flor De Lys Barawid, and Kim Buhler, as Administrator of the Hortman Trust, to Clean up or Abate the Effects of Unauthorized Releases from 1654 and 1718 E. Valley Parkway, Escondido, California (Tentative Order), for public review and comment. All written comments are due by 5:00 p.m. on Friday, March 22, 2024. Settlement Offer Order R9-2024-0025. On February 16, 2024, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Settlement Offer R9-2024-0025 Related to Violations of Order R9-2015-0013, NPDES No. CAG919003 for UC Poway Post Holder, LLC, 13247 Poway Road, San Diego, CA, Discharge to Rattlesnake Creek (Settlement Offer) for public review and comment. Tentative Time Schedule Order No. R9-2024-0010. On February 8, 2024, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Time Schedule Order (TSO) No. R9-2024-0010, An Order Requiring Designated Responsible Permittees to Comply with Bacteria, Project I-Twenty Beaches and Creeks Total Maximum Daily Load Requirements Prescribed in the Regional Municipal Separate Storm Sewer Systems Permit for the San Diego Region (Tentative TSO No. R9-2024-0010) for public review. The San Diego Water Board expects to consider adoption of Tentative TSO No. R9-2024-0010 at its regularly scheduled meeting on March 13, 2024. Tentative TSO No. R9-2024-0010 includes revisions in response to comments received on the 2023 version of Tentative TSO No. R9-2024-0010. On December 19, 2022, San Diego Water Board released the 2023 version of Tentative TSO No. R9-2024-0010 for public review and comment. The San Diego Water Board held a public workshop at its regularly scheduled meeting on February 8, 2023, received information and discussed the proposed requirements in the 2023 version of Tentative TSO No. R9-2024-0010. The Board took no action. San Diego Water Board staff reviewed comments on the 2023 version of Tentative TSO No. R9-2024-0010 received by the deadline of February 17, 2023 and made revisions to address several of the comments received. Notice of Opportunity to Comment on Tentative Order No. R9-2024-0005. The Tentative Order proposes to extend the due date for submitting the Mitigation Area of Production Foregone Re-Evaluation Study Final Report required by Order No. R9-2022-0005 (NPDES Permit No. CA0107417), Waste Discharge Requirements for the South Orange County Wastewater Authority Discharge to the Pacific Ocean Through the San Juan Creek Ocean Outfall. Notice of 2nd Revised Tentative Cease and Desist Order No. R9-2024-0008 (formerly identified as R9-2023-0085). The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) will consider the adoption of 2nd Revised Tentative Cease and Desist Order No. R9-2024-0008 (2nd Revised Tentative CDO) issued to the United States Marine Corps (Discharger). If adopted, the 2nd Revised Tentative CDO directs the Discharger to immediately cease accepting municipal solid waste at the Las Pulgas Landfill located on Basilone Road in Camp Pendleton, San Diego County until and unless specified corrective actions are in place. A public hearing will be held on February 14, 2024, for consideration of the 2nd Revised Tentative CDO. The Written Comment Period is closed; however, oral comments may be made during the public hearing. Hearing procedures are forthcoming and will be announced separately. On September 12, 2023, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Time Schedule Order R9-2023-0090 Requiring Citizens Development Corporation to Comply with Requirements in Order R9-2015-0013, NPDES Permit No. CAG919003, for Groundwater Extraction Discharges to Lake San Marcos (Tentative TSO) for public review and comment.
