Tentative Cleanup and Abatement Order for 11357 Deerfield Drive in Truckee (previously known as Crossroads Cleaners)

The Lahontan Water Board intends to issue Cleanup and Abatement Order Number R6T-2024-(TENTATIVE) (Tentative CAO) within the next 60-days.  The Tentative CAO names FHK Investment Company, Truckee Crossroads S.C., L.P., Truckee Automotive, Quality Automotive and Smog, Fleet Services, Anytime Power Sports, and Kitchen Collab as “Dischargers”.

The Tentative CAO requires the cleanup of waste discharged including chlorinated solvents, petroleum hydrocarbons, and petroleum related volatile organic compounds at 11357 Deerfield Drive in Truckee (Site). The discharges of waste threaten public health and water quality which have resulted in violations of prohibitions contained in the Water Board’s Water Quality Control Plan.

To address the unauthorized discharge of waste at the Site, the Tentative CAO requires the Dischargers to: (1) develop and submit a Conceptual Site Model, (2) prepare and submit a Human Health and Ecological Risk Assessment, (3) develop, submit, and implement a Site Assessment Work Plan(s) to assess, characterize and delineate the extent of waste in soil, soil vapor, and groundwater, (4) prepare, submit and implement a Public Participation Plan, (5) develop, submit and implement Mitigation and Remediation Plans, and (6) implement a Monitoring and Reporting Program.

These actions are needed to protect public health and the environment and maintain existing and potential beneficial uses of the Martis Valley groundwater sub-basin (Department of Water Resources (DWR) Basin #: 6-067) within the Truckee River watershed (DWR Basin #: 635.20).

The Tentative CAO is available for a 30-day public review period to allow for public comments.

All comments regarding the Tentative CAO must be received by the Lahontan Regional Water Quality Control Board no later than 5:00 pm PST on May 27, 2024.
Written comments should include “11357 Deerfield Drive: Tentative CAO Comments – [name of commenter]” in the subject and emailed to RB6enfproceed@waterboards.ca.gov.
