Karl E. Longley
Chair

Karl E. Longley, of Fresno, is a emeritus professor and dean of engineering and he is the founding director of the California Water Institute at California State University, Fresno. Dr. Longley is a member of the American Water Works Association, the American Society of Civil Engineers, the Nature Conservancy, the American Academy of Environmental Engineers, and the Water Environment Federation. Dr. Longley earned a Bachelor of Science degree from the University of New Mexico, a Master of Science degree and Doctor of Science degree from the Johns Hopkins University, and he is a Board Certified Environmental Engineer. Dr. Longley's professional practice has focused upon water and wastewater treatment and supply.

Denise Kadara
Vice-Chair

Denise Kadara currently serves on the board of the Tulare Basin Wildlife Partners and president of the Allensworth Progressive Association, a non-profit organization serving community needs. Her career spans over 25 years of public service from entry level positions to senior planner, senior management analyst, and consultant for cities in Los Angeles, San Bernardino and San Mateo counties in California. Her expertise includes housing, economic and community planning, policy development and program implementation. She received her education in urban/regional planning and public administration from California State Polytechnic University, Pomona and University of La Verne, La Verne, CA respectively. She is retired and moved to Allensworth in May 2010 with her husband where they now devote their time toward improving the quality of life of residents in the community and other disadvantaged communities. Since 2010, she and her husband have focused on community issues pertaining to water quality, distressed housing, infrastructure, youth/leadership development, environmental justice and economic development. She recently served as a member of the Tulare Lake Basin Disadvantaged Community Water Study -Stakeholders Oversight Advisory Committee (SOAC).

Jon Costantino
Board Member

Jon Costantino is the Founding Principal of Tradesman Advisors, Inc. He has worked in the field of resource protection since 1991, specializing in climate change policy and air pollution control. He focuses on regulatory and strategic policy work. In addition to his local air pollution control engineering work and his climate protection management experience, Mr. Costantino was the lead legislative analyst at the California Air Resources Board where he worked on a broad portfolio of topics, including water, agriculture, construction, energy and transportation fuels. Mr. Costantino earned a B.S., Civil and Environmental Engineering from the University of California, Davis.

Carmen L. Ramirez
Board Member

Carmen L. Ramirez is a partner at the Law Offices of Kelsey Souders & Ramirez. She works almost exclusively in the civil litigation area of the law with an emphasis on real property and commercial cases. Ms. Ramirez has been an attorney since 2009. Previously she was employed by the City of Merced where she was involved environmental remediation and water quality issues.

Ms. Ramirez received her law degree from San Joaquin College of Law in Clovis, California. She received her bachelor’s degree from UCLA.

Ms. Ramirez lives in Atwater.

Robert (Bob) Schneider

Bob Schneider graduated from U.C. Davis with a B.S. degree in Geology.  He worked as an environmental consultant before starting a construction business in Davis, CA.  He built homes and remodels and was a partner in the Aspen Development in west Davis; and the 5th and G Plaza redevelopment project downtown during which he developed an interest and expertise in groundwater. He is a partner with his wife, Liz, in Verve Enterprises. Bob previously served on the Central Valley Water Board from 1999 to 2005.  He is an avid climber.

Raji Brar

Raji Brar is owner and operator at Countryside Market & Restaurants. She has previously served as a City Council Member for the City of Arvin, Vice-Chair for the Arvin Redevelopment Agency and as a Governing Board Member for the San Joaquin Valley Air Pollution Control District. Brar obtained her Bachelor of Science in Biology and Masters of Science in Health Care Administration from Cal State University Bakersfield. She has previously worked as a Chemist for BC Laboratories and as an Executive Assistant at ClinicaSierra Vista. She was appointed by Governor Brown to serve on the 15th District Agricultural Association Governing Board. Brar also serves on the Governing Board of Kern Health Systems. She also co-founded and is Director of the Bakersfield Sikh Women's Association. The Sikh Women's Association is a non-profit which gives out needs based scholarships to deserving students throughout Bakersfield and partners with the Bakersfield Homeless Center.

Dr. Daniel Marcum

Dr. Daniel Marcum was raised on a small farm in Selma California. He earned advanced degrees in Plant Pathology from the University of California, Riverside and Davis. Following a 37-year career as a University of California Farm Advisor in Eastern Shasta County specializing in plant science, he has focused his research interest upon horticulture and international teaching. His scientific publications include work on water and nutrient management in crop production. Marcum is a graduate of the California Agricultural leadership Program and a US Army Veteran

Pamela C. Creedon
Executive Officer

Pamela Creedon is the Executive Officer of the Central Valley Water Quality Control Board. She is a licensed Civil Engineer and a Board Certified Environmental Engineer with over 36 years of professional experience, including nearly 25 years of experience in both the public and private sector developing and implementing water quality regulatory programs. She has served as the Executive Officer for the Central Valley Water Board for over 10 years. She holds a Bachelor of Science and Master of Science in Civil Engineering from California State University, Sacramento. She is a member of the American Academy of Environmental Engineers and Tau Beta Pi. She is a member of the Board of Directors for the San Francisco Estuary Institute Aquatic Science Center.


Adam W. Laputz
Assistant Executive Officer, Sacramento Office

Adam Laputz has Bachelor's and Master's degrees in Chemical Engineering from the University of Nevada, Reno. Adam is a licensed Professional Engineer with over 14 years of experience working in water quality programs. He has been with the State and Regional Water Boards for over 12 years working in surface water permitting, irrigated lands, water recycling, 401 certification, and waste discharge to land programs. Adam manages the NPDES Point Source Permitting, Irrigated Lands Assessment and Planning, and TMDL Basin Planning sections in the Central Valley Water Board's Sacramento office.


Andrew Altevogt
Assistant Executive Officer, Sacramento Office

Andrew Altevogt has Bachelor’s and Master’s degrees in Environmental Engineering from M.I.T. and a Ph.D in Hydrologic Sciences from UC Davis, and is a Registered Civil Engineer.  Prior to joining the Central Valley Regional Board, Dr. Altevogt spent 6 years managing the climate change program and guiding sustainable land use policy at the California Environmental Protection Agency. He also has research experience in theoretical fluid dynamics, groundwater modeling and aquatic chemistry. In his role as Assistant Executive Officer, Dr. Altevogt is the Lead Prosecutor for regulatory enforcement for the Region and oversees the land discharge, mines, dairy, site cleanup and underground tank sections of the Sacramento office.


Linda Bracamonte
Assistant Executive Officer, Sacramento Office

Linda Bracamonte brings extensive administrative experience to the Regional Board. She has worked with the California Environmental Protection Agency, its Boards, Departments and Offices for over 25 years. Linda is the Ombudsman and Small Business Advocate for the Region. As the Assistant Executive Officer, she serves as Chief of Operations and Administration.


Clay L. Rodgers
Assistant Executive Officer, Fresno Office

Clay Rodgers graduated from California State University, Fresno with a Bachelor of Arts and Master of Science in Geology. Clay has been employed by the Central Valley Regional Water Board from 1999 to 2003 and since 2007. In addition to his experience at the Central Valley Water Board, Clay has 19 years of professional consulting experience. He is a Professional Geologist and Certified Engineering Geologist in California. As Assistant Executive Officer, he manages the Fresno Office.


Clint Snyder
Assistant Executive Officer, Redding Office

Clint Snyder graduated from California State University, Chico, with a Bachelor of Science in Geology. Prior to joining the Central Valley Water Board in 2008, Clint was a principal at a private consulting firm and specialized in groundwater remediation and mining remediation, compliance and permitting. Central Valley Water Board experience includes compliance and permitting in the NPDES, Non-15, UST, SCP, and Land Disposal Programs. Clint is a Professional Geologist in California. Clint is Assistant Executive Officer and manages the Redding Office.
