Underground Storage Tank Cleanup Fund

The Underground Storage Tank (UST) Cleanup Fund (Fund) provides a means for petroleum UST owners and operators to meet the federal and state requirements of maintaining financial responsibility to pay for any damages arising from their tank operations. The Fund assists a large number of small businesses and individuals by providing reimbursement for expenses associated with the cleanup of leaking USTs. The Fund also provides money to the Regional Water Boards and local regulatory agencies to abate emergency situations or to cleanup abandoned sites that pose a threat to human health, safety, and the environment, as a result of a UST petroleum release.

  • New! FY 2013-2014 Initial Site Budgets
  • Fiscal Year (FY) 2012-2013 Approved Budget Change Requests (BCRs):
    The Fund has approved three batches of BCRs over the last six (6) months. Priority was given to site closeout claims, then to Priority A and B claims. Generally, BCRs for Priority C claims were not approved because the initial site budgets were based on the statutory minimum of 14 percent annual payout amount. A few additional BCRs will be approved by April 15, 2013, as long as costs can be incurred prior to June 30, 2013.
  • The Cleanup Fund is taking steps to improve our communications with our stakeholders. We are soliciting comments on our draft Communications Plan, which explains the steps the Cleanup Fund is implementing. If you have any comments on this version, please submit them by May 15, 2013 to: ustcleanupfund@waterboards.ca.gov.
  • The Fund is striving to decrease the processing time of reimbursement request packages. To accomplish this, the Fund has developed the Payment Processing Improvement Plan to address the issue. The plan is currently being implemented by the program.
