UST Program - About ESI
In September 2004, the State Water Resources Control Board (SWRCB) adopted regulations that require Electronic Submittal of Information (ESI) for groundwater cleanup programs. For several years, parties responsible for cleanup of leaks from underground storage tanks (USTs) have been required to submit groundwater analytical data, surveyed locations of monitor wells, and other data to the Geotracker database over the Internet. As of January 1, 2005, electronic submittal of information has been be required by all groundwater cleanup programs including UST, Spills, Leaks, Investigations, Cleanups (SLIC), Department of Defense (DoD), and Land Disposal programs. These regulations also added new Data Dictionaries (the format for electronic data submittals) to Title 27, CCR, in coordination with existing Cal/EPA Unified Program Data Dictionaries.
As of July 1, 2005, electronic submittal of a complete copy of all necessary reports has been required in Geotracker (in PDF format). The electronic copy is intended to replace the need for a paper copy and is expected to be relied upon for all public information requests, regulatory review, and compliance/enforcement activities.
The Geotracker system is capable of accepting this electronic information and currently has information submitted by responsible parties for over 10,000 LUST sites statewide. The process of claiming a site, formatting and uploading data, and other technical information can be found under the “ESI Overview” section.
