Amount: Lake Elsinore and San Jacinto Watershed Program -- $15,000,000 for grants to fund specified types of projects in the Lake Elsinore and San Jacinto Watershed.

Appropriations: Subject to appropriation by the Legislature.

Program Description:

This is a new program that will provide local assistance to a joint powers agency for watershed management and flood control projects consistent with the Lake Elsinore Management Plan that accomplish one or more of the following:

  • Preserve agricultural land.
  • Protect wildlife habitat.
  • Protect and enhance recreational resources.
  • Improve lake water quality.

Historical Implementation:

The SWRCB has previously provided loan funding to SAWPA, one of the joint powers member agencies, for similar types of projects.

Implementation Process/Timetable:

  • May 2000 -- Locals formed a joint powers agency.
  • June 2000 -- Governor signed the State Fiscal Year (FY) 2000-01 Budget, including $8 million for the Elsinore and San Jacinto Watershed Program.
  • September 2000 -- SWRCB will initiate a contract with the joint powers agency or their designated representative regarding program management.
  • December 2000 -- The joint powers agency will provide SWRCB a priority list of projects for FY 2000-01.
  • FY 2000-01 -- SWRCB approves, as necessary, individual projects for funding.
  • March 2000 -- The joint powers agency provides SWRCB Priority List of Projects for FY 2001-02.
  • FY 2001-02 -- SWRCB approves, as necessary, individual projects for funding.
