OCEAN PROTECTION PROJECTS
The 2005-06 Consolidated Grants Program includes the Proposition 50 Coastal Nonpoint Source Pollution Control (CNPS) Program, which targets projects that restore and protect the water quality and environment of coastal waters, estuaries, bays, nearshore waters, and groundwater. At least $10 million of the $43.1 million Proposition 50 CNPS Program funds are reserved for ocean protection projects that meet the mutual priorities of the State Water Resources Control Board (State Water Board) and Ocean Protection Council (OPC), as identified in Appendix G of the Guidelines.
The State Water Board is proceeding with the ocean protection projects ahead of the other programs included in the 2005-06 Consolidated Grants Program. The invite back lists for the non-ocean protection projects that are part of the 2005-06 Consolidated Grants Program are now available.
- Adopted Ocean Protection Projects Funding List
The adopted funding list for the Ocean Protection Projects (OPPs) is now available. State Water Board staff presented the recommended Ocean Protection Project (OPP) funding list, which is part of the 2005-06 Consolidated Grants Program, to the OPC at its June 8, 2006 meeting, and the OPC recommended the State Water Board adopt the list. The State Water Board adopted the funding list at the June 21st Board meeting.
The OPP funding list includes five projects, totaling more than $10 million, targeted at the development of rapid indicators and the reduction or elimination of discharges to areas of special biological significance. The projects that were not recommended for the ocean protection project funds will be considered for the remaining Proposition 50 Coastal Nonpoint Source Pollution Control Program funds, along with the proposed projects that will be submitted for funding consideration as part of the non-ocean protection project Full Proposal applications in the 2005-06 Consolidated Grants Program.
- "SWAMP Monitor"
All projects affecting water quality must include a monitoring component that, where applicable, allows integration of data into statewide monitoring efforts, including the Surface Water Ambient Monitoring Program (SWAMP) and/or the Groundwater Ambient Monitoring Assessment (GAMA) Program. Both programs include data quality assurance and quality control requirements. Projects that include water quality monitoring must include development of an appropriate monitoring plan, Quality Assurance Project Plan (QAPP), and tasks. For surface water monitoring, the QAPP must be prepared in accordance with the SWAMP QAPP template. Refer to the "SWAMP Monitor" for additional information on SWAMP-Comparable requirements and the New QAPP Tool.

- Invite Back List for Ocean
Protection Projects
This list does not include invitations for the remaining Proposition 50 CNPS Program funds or the other programs included in the 2005-06 Consolidated Grants Program. Please note that applicants that applied for the ocean protection funds that are not invited back to compete for the $10 million will still be considered for the remaining $33.1 million in CNPS Program funds, in addition to any other eligible funding sources identified in their Concept Proposal. Additionally, Full Proposals that are not selected for the $10 million reserved for ocean protection projects will be considered for funding under the remaining $33.1 million in NPS Program funds.

Solicitation Notice for Ocean Protection Projects
This Full Proposal Solicitation Notice for Ocean Protection Projects specifically targets those applicants invited to submit a Full Proposal application for an ocean protection project, as part of the 2005-06 Consolidated Grants Program. Applicants that are invited to submit a Full Proposal for the remaining CNPS Program funds or other programs under the 2005-06 Consolidated Grants Program will use a separate Solicitation Notice.
- 2005-06 Consolidated Grants Program Guidelines
The State Water Resources Control Board adopted the 2005-06 Consolidated Grants Program Guidelines on January 4, 2006. These Guidelines establish the process that the State Water Board will use to administer the 2005-06 Consolidated Grants Program. The State Water Board adopted the Related Litigation Language for the 2005-06 Consolidated Grants Program Guidelines at its February 1, 2006 Board meeting. The State Water Board adopted the revised "coastal" language for the 2005-06 Consolidated Grants Program Guidelines at its February 15, 2006 Board meeting.
