INVITATION LIST to DEVELOP a FULL PROPOSAL (Step 2)

The State Water Resources Control Board, Division of Financial Assistance will be mailing formal letters to all applicants who submitted a concept proposal for the 2003 Consolidated Watershed Protection and Nonpoint Source Pollution Control Grants Program. Prior to the arrival of the formal letters, please consult the list posted below of applicants invited back to submit full proposals. We are posting this information in advance of the formal notification to allow applicants to begin preparing their full proposals, which are due to the State Water Board no later than October 15, 2003.

This grant process is a joint effort of CALFED, the United States Environmental Protection Agency (U.S. EPA), and the State and Regional Water Quality Control Boards' staff. If you are on the list to develop a full proposal, please contact your Regional Board representative for guidance in preparing your full proposal. If the invitation list indicates you are being asked to develop a full proposal in the 319 (h) Nonpoint Source or CALFED programs, please also contact your U.S. EPA or CALFED representatives, respectively. You will be working with the same representative(s) you consulted with in the development of your concept proposal.

When you submitted a concept proposal, you were assigned a Proposal Identification Number (PIN), and you checked one or more boxes on your application to be considered in one or more grant programs. The invitation list below is ordered by PIN and indicates which PINs have been invited back to develop a full proposal and what grant program each should focus on in their full proposal. In some cases, applicants have been invited to combine several related concept proposals into one full proposal for consideration. These projects have been assigned a new PIN number starting with PIN 900.

Please note that inclusion on this list is not a guarantee of funding, but an invitation to develop a full proposal in this two-step competitive grants process.

If you are not on the invitation list to develop a full proposal, your project may have been ineligible for these grant programs or your concept proposal may not have been as competitive as others in the technical review process.
