PUBLIC REPORTS

Welcome to the CIWQS Public Reports portal. Below are links to a variety of reports that pull data from the Water Boards’ database, CIWQS (California Integrated Water Quality System). The data is refreshed nightly. Each link contains a brief description of the information provided in the report. REPORTS CATEGORIES (links to major topics below)

VIOLATION REPORTS

  • Interactive Violation Reports
    These drill-down reports allow the user to select whether the first display is by county or by regional board. The user then is given options to choose program type, violation status, violation source, agency type, and the date range of interest. The user can then drill down to the violation types and finally a listing of violations per facility, in accordance with the original criteria selected.
  • Violations by Year and Region
    This drill down report displays a table of confirmed violations by year. The user can drill down to the violations types in a particular region and finally to a listing of violations per facility.
  • Interactive Violations with Linked Enforcement Actions Report
    This report displays a summary count of violations that have either resulted in or not resulted in enforcement actions.  The user can choose to search by violation occurrence date, program, and/or agency type and can drill down on the number that have enforcement actions and see details about those actions.  Drilling down on the number of violations without enforcement action displays details about the violations.
  • Violations with Linked Enforcement Actions by Region
    These reports display information regarding violations linked to enforcement actions and those that are not, for the specified year.

ENFORCEMENT REPORTS

  • Enforcement Actions Listing
    This drill down report displays a table of enforcement action types per regional board. The user can control the primary sorting of the lists as well as drill down to see more detailed information.
  • Enforcement Orders
    The Netscape Search on the Water Resources Control Board web site. To select an Enforcement Order, first select "Enforcement Documents" from the drop-down menu in the "Search In:" box. Next type in the order you are looking for and press the "search" button.

  • Mandatory Minimum Penalty (MMP) Report
    This report displays violations that require assessment of “Mandatory Minimum Penalties.” Water Code sections 13385(h) and (i) and 13385.1(a) require minimum penalties if discharges to waters of the U.S. violate certain types of permit limits. Generally, these include chronic (four within any 180 day period) effluent violations or single acute violation (an exceedence of either 20 or 40% of the permitted limit, depending on the constituent) of certain constituents. Additionally, monitoring reports that are more than thirty days late require a minimum penalty to be assessed. For more information about MMPs, see page 28 of the Enforcement Policy.
  • Status of Supplemental Environmental Projects
    Information on the status of the Supplemental Environmental Projects that have been approved by the Regional Water Boards since January 1, 2004. This report will be updated every three months.

FACILITIES REPORTS

  • Facility-At-A-Glance
    This report allows users to view a wide range of information regarding a specific facility on one screen. This includes owner, violations, inspections, and orders and other regulatory measures issued to a facility.
  • Interactive Regulated Facilities Report
    This report allows the user to display information by city, county, or region. The user can select a program, agency type, and permit status. They are then shown a summary table based on their criteria, which enables them to drill down for more information.

SANITARY SEWER OVERFLOWS (SSOs)

  • Interactive SSO Report
    Sanitary sewer system agencies covered under Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WQO No. 2006-0003-DWQ) are required to report all SSOs.  The requirement to report SSOs is phased in according to a sanitary sewer system agency’s associated Regional Water Quality Control Board.

    All sanitary sewer system agencies in the Los Angeles (4), Santa Ana (8), and San Diego (9) Regional Water Board regions must begin reporting all SSOs on January 2, 2007.

    All sanitary sewer system agencies in the North Coast (1), San Francisco Bay (2), and Central Coast (3) Regional Water Board regions must begin reporting all SSOs on May 2, 2007

    Finally, all sanitary sewer system agencies in the Central Valley (5), Lahontan (6), and Colorado River Basin (7) Regional Water Board regions must begin reporting all SSOs on September 2, 2007.

    The SSO Report allows users to view summary information of SSOs reported by sanitary sewer system agencies as well as complete SSO reports submitted for specific events.

STORM WATER

  • Industrial Storm Water Annual Reports
    Enrollees under the statewide general industrial storm water permit are required to submit a report each year regarding stormwater runoff at the facility. The 2005/2006 reporting year was the first year that reports could be submitted electronically using SWARM (the Storm Water Annual Reports Module, a module of CIWQS). The Industrial Storm water Annual Reports displays information about report submittals, such as the number of electronic submittals and the percentage of total submittals.

MISCELLANEOUS REPORTS

  • Interactive Expired National Pollutant Discharge Elimination System (NPDES) Permits Report
    NPDES Permits regulate discharges to surface water and expire up to five years from the date of adoption; however, the permits can be administratively extended during the interim period between the original expiration date and the issuance of a new permit. This report allows the user to choose the Region, County, or City and displays a list of facilities and associated information that were schedule to expire before the date the report is run but that have the status “active” in the database. This occurs when a permit has been administratively extended and is up for renewal.
