Board Members
John Muller, Chair, of Half Moon Bay, serves as the Irrigated Agriculture appointment to the nine-member San Francisco Bay Regional Water Quality Control Board and currently serves as Board Chair. Mr. Muller is the owner and operator of Daylight Nursery since 1991. He was co-owner of the nursery from 1970 to 1991. Mr. Muller is a past director of the National PromoFlor Council, a member of the Agricultural Technical Advisory Committee for Fruits and Vegetables, and a director of the California Agricultural Education and Foundation. He is a former member of the Secretary of Agriculture's Special Committee to Streamline Management of the United States Department of Agriculture and former Chairman and member of the Society of American Florists Government Relations Committee. He is a past president of the San Mateo County Farm Bureau (1985-86) and continues to serve on its Board of Directors. A veteran of the United States Navy, Mr. Muller is a graduate of the California Agricultural Leadership Program and a past president of the program's Alumni Association.
Terry Young Ph.D, Vice-Chair, of Oakland, serves on the Board in the Recreation, Fish and Wildlife category. She has been an environmental science consultant since 1983, with her primary client being the national nonprofit organization Environmental Defense, for whom Dr. Young manages projects that use economic and legal incentives to decrease agricultural pollution and protect endangered species. Young previously was acting Executive Director for the Aquatic Habitat Institute (currently the San Francisco Estuary Institute) from 1985 to 1986.Dr. Young has also served on numerous boards and advisory committees both in Washington, D.C. and California, including the U.S. Environmental Protection Agency Science Advisory Board, and a panel of the National Research Council. Dr. Young currently serves on the steering committee for the H. John Heinz III Center for Science, Economics and the Environment project for "The State of the Nation's Ecosystems" and is an advisor to the Center for International Environmental Law. Dr. Young holds a Ph.D. in Agricultural and Environmental Chemistry from the University of California, Berkeley and a B.A. in Chemistry from Yale University.
Shalom Eliahu, of Lafayette, serves as the Water Supply appointment to the Water Board. Mr. Eliahu is the principal of SE Consulting, a geotechnical engineering consulting firm. He has more than 46 years of experience as a project manager and technical resource manager on large geotechnical and civil engineering projects. Mr. Eliahu's expertise includes the design of levees, dams, and other water retaining structures. He is the former Vice President of the Engeo Inc., an engineering corporation that provides a full spectrum of geotechnical and environmental services from planning through the design and construction phases. During his tenure with Engeo Inc., Mr. Eliahu designed levees, canals, water supply systems, and flood control for the Dead Sea Works project in Israel, as well as residential plans for the communities of Canyon Lakes, Blackhawk, and West Pittsburg. He earned a Master of Science degree from the University of California, Berkeley.
Jim McGrath, of Berkeley, serves on the Board in the Water Quality category. He has worked in the environmental field for over 30 years, starting at the US Environmental Protection Agency in 1972. He spent five years with USEPA, 14 years with the California Coastal Commission, and 16 years with the Port of Oakland, working on a variety of projects and addressing a range of environmental issues.Mr. McGrath received his formal education at UC Berkeley, initially in the Chemistry Department and received a B.A. in History in 1973 and a M.S. in Civil Engineering in 1983. During his career he has had the opportunity to work on a number of habitat restoration projects including Martin Luther King shoreline in Oakland, Sonoma Baylands, Middle Harbor, Hamilton and Montezuma wetland projects, and the South Bay salt pond restoration. Since retiring in 2005, he has volunteered at Le Conte Elementary School in Berkeley. He also serves on various non-profit boards including the Bay Trail, the San Francisco Estuary Institute, Us Windsurfing, San Francisco Boardsailors Association, and Bay Access as well as the City of Berkeley’s Waterfront Commission. Jim windsurfs and kayaks and spends over 150 days on San Francisco Bay each year.
William E. Peacock, of Redwood City, serves on the Board in the Public Member category. Since the early 1990's, he has been engaged in helping to finance and guide several start-up companies in the Silicon Valley primarily focusing on energy conservation, telecommunications and anti-terrorism. Mr. Peacock has served on numerous civic and charitable boards and currently is a member of the board of the San Jose/Silicon Valley Chamber of Commerce and the Advisory Council of the California Commonwealth Club. He is involved in raising funds for charities focusing on the poor and sick and has also served on the boards of the San Jose Symphony and the Portola Valley Schools Foundation.Mr. Peacock earned his A.B., cum laude, from Princeton's Woodrow Wilson School of Public Affairs and his J.D. from Harvard Law School. He has also participated in executive programs at the Kennedy School and Harvard Business School. After a tour in Vietnam as a Marine Captain, he continued in leadership positions in the U.S. Marine Corps Reserve, retiring in 1992 as a Colonel. He has served in the White House and the Department of Energy, being appointed by the President and confirmed by the U.S. Senate as Assistant Secretary of the Army for Manpower and Reserve Affairs where he helped spearhead the Army's "Be All You Can Be" campaign. He has been a corporate officer in several Fortune 500 companies.
Rameshwar Singh, Ph.D., of San Jose, serves as the Water Quality appointment to the Water Board. Dr. Singh has been an Associate Professor at San Jose State University since 1967 and a professor of water resource engineering since 1977. Singh received his B.S. and M.S. in civil engineering from Auburn University, and Ph. D. from Stanford University in 1965. Before coming to the United States from India in December 1960, he had worked as an engineer for the department of water resources in Bihar province, where he was charged with designing, building, and operating various river development projects. At university of British Columbia and San Jose State University, Singh has been involved in teaching, research, and mentoring of students. He served on San Jose Academic Senate as representative of College of Engineering. In Spring 2006, Dr. Singh was honored with the best faculty service award. Singh previously was a consultant providing engineering expertise in a wide range of disciplines for a number of organization including hydrodynamics for Lockheed; fluid mechanics for General Electric Company; water resources for the Santa Clara Valley Water District; environmental impact studies to Metcalf & Eddy and Ecological Impact, Incorporated, and flow profiles for Jennings, McDermott & Heiss . Additionally, he served part-time as staff engineer for the nuclear division for General Electric Company from 1974 to 1975. Singh has also served as an expert witness to various law firms. Singh is a member of the American Society of Civil Engineers, National Society of Professional Engineers, and American Society for Engineering Education and is past statewide president of the California Society of Professional Engineers Association.
Steven M. Moore, of Sausalito, serves on the Board in the Industrial Water Use category. He is currently a civil engineer in Marin County designing and overseeing construction of sewer and water control structure projects in the North Bay for industrial users and special districts. He has a varied 20-year career in the environmental field including as a consultant and as an engineer with the San Francisco Bay Regional Water Quality Control Board. His experience includes preparing and approving Environmental Impact Reports, conducting engineering studies, and in development and amendment of Water Quality Control Plans. As staff to the Water Board for 11 years, Mr. Moore performed a wide range of duties, including a leadership role in the State’s acquisition and permitting of the South Bay Salt Ponds. He has experience in NPDES and wetland permitting, water quality standards, watershed and stream protection policies, development of the Board’s Surface Water Ambient Monitoring Program (SWAMP), and was the Board’s point person on airport expansion issues. He served on the Federal Aquatic Nuisance Species Task Force from 2002 to 2006 specializing in ballast water management. Mr. Moore was actively involved in the 2007 Bay’s Comprehensive Conservation and Management Plan update. He is a lecturer at UC Berkeley Extension on Wastewater Laws and Regulation.Mr. Moore holds a B.S. in biological sciences and an M.S. in civil engineering, both from Stanford University and is a member of the American Society of Civil Engineers. He kayaks in his home watershed of Richardson Bay in his spare time.
