Phase II Small Municipal Separate Storm Sewer System (MS4) Program

Introduction

The State Water Resources Control Board (State Water Board) adopted the General Permit for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems under Order No. 2013-0001-DWQ (Statewide Small MS4 Permit) on February 5, 2013. The Statewide Small MS4 Permit, regulates storm water discharges from municipal areas serving populations less than 100,000 that are either located within a census-defined ("urbanized area") or designated as subject to the permit requirements. The State Small MS4 Permit was recently amended in December 2017 to include the adopted Trash Policy Implementation plan and Total Maximum Daily Load (TMDL) requirements.

The Table below lists currently enrolled Phase II Small MS4s in the San Diego Region, the date they enrolled, the watershed management area within which the facility is located, and the applicable TMDL to each Phase II Small MS4.
