Basin Plan Amendments pending final approval from the State Water Board, Office of Administrative Law, and/or the USEPA

The Basin Plan amendments listed below were adopted by the San Diego Water Board on the date indicated. These amendments are not yet effective because they have not yet received approval from the State Water Board, and/or Office of Administrative Law. The effective date of a Basin Plan amendment is the date of approval of the amendment by the Office of Administrative Law. For amendments affecting water quality standards for surface waters, approval by the USEPA is also required by the federal Clean Water Act.

  • Resolution R9-2007-0104, Amendment to the Water Quality Control Plan for the San Diego Region (9) to Incorporate the Revised Conditional Waivers of Waste Discharge Requirements for Specific Types of Discharge within the San Diego Region. Adoption Date: October 10, 2007

  • Metals TMDLs for Chollas Creek: Resolution No. R9-2007-0043, A Resolution Adopting an Amendment to the Water Quality Control Plan for the San Diego Basin (9) to Incorporate Total Maximum Daily Loads for Dissolved Copper, Lead, and Zinc in Chollas Creek, Tributary to San Diego Bay, and to Revise the Toxic Pollutants section of Chapter 3 to Reference the California Toxics Rule. Adoption Date: June 13, 2007.

Triennial Review of the Basin Plan

Basin planning issues that may require amendments to the Basin Plan were identified during the Triennial Review process. The Basin Plan designates beneficial uses for water bodies in the San Diego Region, and establishes water quality objectives and implementation plans to protect those beneficial uses. Both State and federal laws mandate the periodic review and update of the Basin Plan. Federal law requires that a state's water quality standards be reviewed every three years. Thus the periodic review of the Basin Plan is commonly referred to as the "Triennial Review."

The San Diego Water Board adopted a prioritized Triennial Review list of basin planning issues on September 8, 2004, via Resolution No. R9-2004-0156 which can be found at http://www.waterboards.ca.gov/sandiego/programs/tri_review.html. Basin Plan amendments being developed for these Triennial Review Basin Plan issues are listed on that webpage, along with links to the public documents developed thus far for the proposed amendments.

Public Participation

Public participation is an important part of the basin planning process and is encouraged. To receive updates on these Basin Plan issues, please either: 1) subscribe to our electronic mailing list shown below; or 2) send us a request to have information sent to you via U.S. mail as described below. You may also obtain information at your convenience from our website or by appointment at the San Diego Water Board office. You can order a CD copy of the 1994 Basin Plan with amendments effective prior to April 2007 in PDF format and/or a paper copy of the 1995 Basin Plan Map. Please note that the CD copy of the Basin Plan includes a PDF file of the Basin Plan Map. The cost per CD copy of the Basin Plan including postage is $5.00. The cost per paper copy of the Basin Plan Map including postage is $5.00. Please do not send cash. Checks should be made payable to the State Water Resources Control Board. Please be advised that no CD copies of the Basin Plan will be sent out from this office without receipt of the remittance in the correct amount.
