The Integrated Report - 303(d) List of Water Quality Limited Segments and 305(b) Surface Water Quality Assessment

In 2008, California began integrating the 303(d) List of Impaired Waters and the 305(b) Water Quality Assessment Report into a single report.(Integrated Report).  This Integrated Report satisfies the requirements of both CWA Sections 303(d) and 305(b).

Section 303(d) of the federal Clean Water Act and 40 CFR §130.7 require states to identify water bodies that do not meet water quality standards and are not supporting their beneficial uses. These waters are placed on the Section 303(d) List of Water Quality Limited Segments (also known as the list of Impaired water bodies). The List identifies the pollutant or stressor causing impairment and establishes a schedule for developing a control plan to address the impairment. Placement on this list generally triggers development of a pollution control plan called a Total Maximum Daily Load (TMDL) for each water body and associated pollutant/stressor on the list. The TMDL serves as the means to attain and maintain water quality standards for the impaired water body.

Section 305(b) of the federal Clean Water Act requires states to report biennially to the USEPA on the water quality conditions of their surface waters. The USEPA then compiles these assessments into their biennial “National Water Quality Inventory Report” to Congress.

2010 Integrated Report – The CURRENT 303(d) List & 305(b) Report

On October 11, 2011 the USEPA issued its final decision regarding California’s 2010 303(d) List portion of the Integrated Report. This final decision added 28 listings to the List submitted by the State Water Resources Control Board,in October 2010. The USEPA did not make any changes to the 303(d) List that was approved by North Coast Regional Water Quality Control Board members in June 2009.

Note: the USEPA has made some clarifications to the 303(d) List that was submitted to them by the State Water Board regarding the extent of the listings for Sediment in the Klamath River HU and Aluminum in the Eel River HU and Gualala River HU. Those clarifications are noted in the partial approval, partial disapproval letter from USEPA dated November 12, 2010 (click link below) and are also reflected in the final 2008-2010 303(d) List on the State Water Resources Control Board website:

The 2010 303(d) List, including those listings for the North Coast Region, are available on the State Water Board’s website at the link below.  NOTE: water bodies in Category 5, 4a, and 4b are considered part of the 303(d) List.

2012 Integrated Report – 303(d) List & 305(b) Report

Data and Information Submittal Period for the 2012 Integrated Report Closed August 30, 2010

The State Water Resources Control Board closed the data and information solicitation period for the 2012 Integrated Report on August 30, 2010.  A notice was sent out on January 14, 2010 noticing the start of the 2012 Integrated Report [303(d) List & 305(b)] Report solicitation period for interested persons to submit data and information regarding the water quality conditions in surface waters of California.

State and Regional Water Board staff are in the process of evaluating the data and information that was submitted for 303(d) and 305(b) purposes.
