Editorial Amendments to Basin Plan
Proposed Amendment to the Water Quality Control Plan for the North Coast Region (Basin Plan) to Incorporate Editorial Updates
Introduction
Regional Water Board staff is preparing a series of editorial amendments to the Basin Plan. The purpose of the editorial amendments is to make the Basin Plan more user-friendly through non-regulatory language changes such as grammatical corrections, section reordering corrections, and updated language.
Editorial Amendments to the Basin Plan will not cause any change to the regulatory provisions of the Basin Plan, and therefore will be proposed as a “Change without Regulatory Effect” (1 CCR §100). Because the revisions will not result in any physical change to the environment, the Editorial Amendment is not defined as a project for the purposes of the California Environmental Quality Act (CEQA). Suggested changes to the Basin Plan that arise as part of the Editorial Amendment process, and which could have a regulatory effect, will be summarized and addressed as part of the Triennial Review process.
Editorial revisions to Chapter 1 – Introduction of the Basin Plan were adopted by the Regional Water Board in June of 2008. Due to resource limitations and other high priority planning work, development of the proposed editorial amendments for the remaining chapters were deferred and the adopted amendment for the Chapter 1 revisions was not send to the State Water Board.
In early 2011, staff began work on the editorial revisions to Chapter 2 of the Basin Plan. Chapter 2 is the Basin Plan section that relates to the Beneficial Uses of water.
On August 19, 2011, staff released proposed editorial revisions to Chapter 2 – Beneficial Uses. Revised versions of the proposed amendment were released on October 17, 2011. This version included revisions to the language proposed in the August 19, 2011 version as well as an editorial revision to Chapter 4, the Implementation Plan portion of the Basin Plan. The proposed Chapter 4 revision is limited to the relocation of existing Chapter 2 text regarding the region’s wetland implementation program, as this information more appropriately belongs in the Implementation Plan section of the Basin Plan. “Strikethrough/underline” and “clean copy” formats of the proposed revisions Chapter 2, and a “clean copy” of the revision to Chapters 4 are provided. The “strikethrough/underlined” version indicates the proposed deletions and additions. The second version is presented as a “clean copy” to facilitate the readers review. Both of these versions are available for review and down load at the link provided below.
