Categorical Waiver of Waste Discharge Requirements for Discharges Related to Timber Activities on Non-Federal Lands in the North Coast Region
Introduction
On June 23, 2004, the North Coast Regional Water Quality Control Board adopted Order No. R1-2004-0016, Categorical Waiver of Waste Discharge Requirements for Discharges Related to Timber Activities on Non-Federal Lands in the North Coast Region. This waiver exempts timber activities conducted on Non-Federal lands from the waste discharge requirements of Article 4 (commencing with Section 13260) of Chapter 4, Division 7 of the California Water Code, except as provided within the waiver. This Order rescinds Order No. R1-2003-0116, except for application to Projects that were accepted for filing by the California Department of Forestry and Fire Protection prior to June 23, 2004 and obtain coverage under R1-2003-0116 by October 15, 2004. General Waste Discharge Requirements for Discharges Related to Timber Activities on Non-Federal Lands in the North Coast Region
Introduction
On June 23, 2004, the North Coast Regional Water Quality Control Board adopted Order No. R1-2004-0030, General Waste Discharge Requirements for Discharges Related to Timber Activities on Non-Federal Lands in the North Coast Region. These General Waste Discharge Requirements (General WDRs) contain discharge prohibitions, receiving water limitations, a requirement for the submittal of some technical reports, an inspection schedule, and a filing/annual fee. This Order rescinds Order No. R1-2003-0116, except for application to Projects that were accepted for filing by the California Department of Forestry and Fire Protection prior to June 23, 2004 and obtain coverage under R1-2004-0116 by October 15, 2004.

Categorical Waiver for Discharges Related to Timber Activities on Federal Lands Managed by the United States Department of Agriculture, Forest Service
Introduction
On March 24, 2004, the North Coast Regional Water Quality Control Board adopted Order No. R1-2004-0015, Categorical Waiver for Discharges Related to Timber Activities on Federal Lands Managed by the United States Department of Agriculture, Forest Service (USFS) in the North Coast Region. This waiver exempts timber activities conducted on National Forest System Lands from the waste discharge requirements of Article 4 (commencing with Section 13260) of Chapter 4, Division 7 of the California Water Code, except as provided within the waiver. This Order rescinds and replaces portions of Order No. R1-2003-0116 that covers timber harvesting and related activities on Federal lands. Order No. R1-2004-0015 expires on March 24, 2009.

General Winery Permit
The Regional Water Board has adopted General Waste Discharge Requirements for winery wastewater systems (General Permit for Wineries.) In the past, the Regional Water Board issued individual Waste Discharge Requirements (WDRs) for winery wastewater treatment and disposal systems that utilize surface treatment and/or disposal of wastewater, while subsurface disposal systems were generally issued waivers of WDRs. Recent changes in state law limit the use and applicability of such waivers. An increasing number of wineries are being proposed and constructed within our region, and issuing individual WDRs and waivers requires significant staff time. Many older wineries have WDRs that are out of date and need to be renewed. Therefore, the use of General WDRs is the best method to ensure increased water quality protection, uniformity, and regulatory efficiency.
