SLIC File Review Procedures
On an average day, the Los Angeles Regional Water
Quality Control Board -Program, will receive twenty
to twenty five requests to review Spills, Leaks,
Investigations, and Cleanups Program (SLIC) files.
In order to meet this demand and ensure a quick
turn-around, the Regional Board has developed
File Review Procedures to facilitate the numerous
requests. To review a SLIC Regional Board case
file, a File Reviewer is required to do the following:
- A
written request, preferably on company letterhead
mailed to our address, attn: SLIC File Review
Request, or a faxed request (FAX to 213-576-6717),
attn: SLIC File Review Request, indicating
the sites to be reviewed, must be submitted
to the SLIC-File Review desk. To ensure prompt
service and for tracking purposes, Regional
Board staff will not make a review appointment
for requests made by telephone, voice mail,
and email. A file review request can be filled
out in person and left with the appropriate
staff. On the written request a file reviewer
must indicate the exact site address (Street
Number or Block Number, Street Name, City
and Zip Code) and/or Regional Board case number
for each file requested, no exceptions.
Upon receipt of a file review request, Regional
Board staff will compare the information submitted
with the SLIC database and determine the status
of the file.
If the file requested is not a Regional Board
case file, is overseen by another unit of
the Regional Board or another regulatory agency,
or if there is no record for the file, Regional
Board staff will contact the requesting party
and provide that information. If the file requested is a SLIC - Regional
Board case, Regional Board staff will locate
the file and determine its availability. There
are instances when Regional Board staff is
working on a file that has been requested
or the file is located at a remote location.
In these instances, Regional Board staff will
inform the requesting party on when the case
will be available.
If the case file is available for review,
Regional Board staff will contact the requesting
party and set a file review appointment. The
actual time and date of the file review appointment
depends on the availability of space in the
file review room, the size and number of files
requested and the requesting party's schedule.
Due to the size of the average case file,
SLIC File Review Policy allows for five (5)
file folders or five (5) boxes per file review
session, no exemptions, with a two (2) day
break between sessions. If a copy service
is required, the copy service must also be
completed with the file review before another
session can be scheduled.
- When finished with the file review, the case
files are to be put back in the original/chronological
order and condition. If copies are needed,
