The Water Board is commencing a 30-day consultation with all responsible and trustee agencies and a 30-day early public comment period regarding two proposed projects. These projects are:- Proposed Revision of Conditional Waiver Related to Timber Harvest and Vegetation Management Activities in the Lahontan Region.
- Proposed Adoption of a Memorandum of Understanding for Vegetation Management Activities in the Lake Tahoe Region between the Tahoe Regional Planning Agency and the Lahontan Water Board. Identification of a Single Environmental Protection Permitting Entity for Vegetation Management Activities in the Lake Tahoe Region.

- $2.75 M Settlement with Northstar Mountain Properties:
Northstar Mountain Properties, LLC has agreed to pay $2.75 million as part of its settlement with the State of California stemming from water quality violations associated with development at the Northstar resort community during the 2006 construction season. This is the largest settlement ever reached by the Lahontan Regional Water Quality Control Board as a result of an enforcement action related to storm water compliance activities.
Northstar will pay $600,000 cash. The remaining $2.15 M will fund a major watershed improvement program at the Waddle Ranch, a 1,462-acre parcel in Martis Valley, that was recently acquired by the Truckee Donner Land Trust for environmental conservation. The project will ultimately result in a technology transfer to land managers within the Sierra Nevada through a “Watershed Evaluation, Treatment and Monitoring Handbook” and through a “Forest Fuels Treatment/Water Quality Protection Handbook.”
Comments on the proposed settlement will be accepted through June 25, 2008. The Water Board will consider the proposed settlement at its July 23-24, 2008 meeting in Truckee.

- Administrative Civil Liability - Adelanto Public Utility Authority
On April 4, 2008, the Water Board's Assistant Executive Officer issued Administrative Civil Liability Complaint No. R6V-2008-0012 recommending a $15,000 assessment of civil liability to the Adelanto Public Utility Authority. The Complaint alleges that this party violated the Water Board’s Cease and Desist Order (CDO) No. R6V-2007-0024 by submitting the first CDO-required quarterly status report 23 days late.
On May 9, 2008, the Water Board's Prosecution Team agreed to settle the Complaint for $6,500, and received a signed Waiver of Hearing Form from the Adelanto Public Utility Authority. These actions constitute a proposed settlement of the Complaint.
The public hearing previously scheduled for the Water Board's June 11-12, 2008 meeting is canceled.
The Water Board will be initiating a 30-day public comment period for the proposed settlement. A notice regarding the public comment period will be posted on this web site and published in a local newspaper. The Water Board will then consider accepting the proposed settlement during its September 10-11, 2008 meeting in Victorville.

- Administrative Civil Liability Complaint Issued to Everd A. McCain, B. J. Deis, and McCain and Associates for Violations of the Clean Water Act, California Water Code, and Waste Discharge Prohibitions Specified by the Water Quality Control Plan for the Lahontan Region, Skeet Dam and Buzz Dam, Belfast Ranch, Lassen County
On November 16, 2007, the Regional Board issued Administrative Civil Liability Complaint No. R6T-2007-0007 recommending a $100,000 assessment of civil liability to Everd A. McCain, B.J. Deis, and McCain and Associates.
The Water Board held a hearing on the matter on March 13th in Truckee and continued the hearing to a later meeting to allow the parties an opportunity to try to reach a structured settlement that would include stabilization of the dam sites and a penalty of some cash value.
