Administrative Civil Liability - Belfast Ranch

On November 16, 2007, the Regional Board's Assistant Executive Officer issued Administrative Civil Liability Complaint No. R6T-2007-0007 recommending a $100,000 assessment of civil liability to to Everd A. McCain, B. J. Deis, and McCain and Associates for violations of the Clean Water Act, California Water Code, and Waste Discharge Prohibitions specified by the Water Quality Control Plan for the Lahontan Region, Skeet Dam and Buzz Dam, Belfast Ranch, Lassen County

The Water Board held a hearing on the matter on March 13^th in Truckee and continued the hearing to a later meeting to allow the parties an opportunity to try to reach a structured settlement that would include stabilization of the dam sites and a penalty of some cash value.
