A Monitoring Design Guidance document was developed by the Irrigated Lands Program Technical Issues Committee and SCCWRP to describe monitoring design principles and approaches for the development of a Coalition-specific Monitoring and Reporting Program Plan (MRP Plan). This guidance also includes flow diagrams that illustrate the decision-making steps that should be followed at various steps of developing and implementing the MRP Plan. - CSPA and Baykeeper Notice of Intent to File a California Environmental Quality Act Petition
The California Sportfishing Protection Alliance and Baykeeper filed a notice of intent (NOI) to file a California Environmental Quality Act (CEQA) petition with the Sacramento County Superior Court on 15 June 2007. The petition to be filed will be against the Central Valley Water Board challenging its Initial Study and Negative Declaration, and adoption of the Conditional Waivers of Waste Discharge Requirements for Discharges from Irrigated Lands for Coalition Groups and Individuals (adopted on 22 June 2006; Order No. R5-2006-0053 and Order No. R5-2006-0054, respectively). - Water Quality Coalition Group Sign-Up Deadline is 31 December 2006

- Board Amends Coalition Group Conditional Waiver at the August 2006 Board Meeting
On 3 August 2006, the Central Valley Regional Water Quality Control Board adopted Resolution No. R5-2006-0077, which amended Order No. R5-2006-0053, Coalition Group Conditional Waiver of Waste Discharge Requirements for Discharges from Irrigated Lands. Attachment B, Condition A.9 was amended to include conditions under which an owner or operator of irrigated lands may join a Coalition Group after the deadline of 31 December 2006. In addition, a new condition was added to Attachment B that requires a Coalition Group to submit a Management Plan when there has been more than one exceedance of a water quality standard in three years. - Responses to Petitions Filed for State Water Board Review of Conditional Waivers
In July 2006, five petitions were filed with the State Water Board requesting review of one or both of the two Conditional Waivers of Waste Discharge Requirements for Discharges from Irrigated Lands that the Central Valley Water Board adopted at its 22 June 2006 meeting. One Conditional Waiver is for Coalition Groups, and one is for Individual Dischargers. The Central Valley Water Board amended the Coalition Group Conditional Waiver at its 3 August 2006 meeting. Filers of two of the petitions requested that their petitions be held in abeyance and not considered at this time. On 27 September, State Water Board legal counsel determined that the three active petitions were complete and requested the Central Valley Water Board to file the administrative record within 30 days. The Central Valley Water Board and other interested persons also were allowed to file written responses to the petitions within this 30-day period. On 27 October, the Central Valley Water Board submitted the administrative record and a response to the three petitions. In addition, two of the petitioners filed a response to one of the petitions.
