Karl E. Longley, of Fresno, was appointed to the Board in December 1999. He is the former dean of engineering and computer science at California State
University, Fresno, and he is currently a research engineer with the California Water Institute. From 1993
to 1996, he served as the chair of the Water Quality Control Board, Central Valley Region. Dr. Longley
served in the U.S. Army from 1960 to 1981 as an environmental engineer officer and lieutenant colonel.
He is a member of the American Water Works Association, the American Society of Civil Engineers, the International
Association for Water Quality, the Nature Conservancy, and the Water Environment Federation. Dr. Longley
earned a bachelor of science degree from the University of New Mexico, and a master of science degree and
doctorate degree from the Johns Hopkins University.

Katherine Hart was appointed to the Regional Board in October, 2005, and
fills the "Recreational, Fish & Wildlife" seat. Ms. Hart is an associate with Abbott & Kinderman LLP in Sacramento; her
legal practice focuses on land use and environmental issues for public and private entities. She is a graduate of Santa Clara
University and received her law degree from McGeorge School of Law. She is a member of the Sacramento Valley Conservancy Board
of Trustees, Trout Unlimited and CalTrout. She lives in Granite Bay with her husband and three step-children.

Paul Betancourt, of Kerman, has been managing
partner of VF Farms since 1983, a family farming operation. Betancourt also writes a monthly column on agriculture
and urban issues for the Fresno Business Journal. He is a member of the Kerman Unified School Board, Fresno County
Farm Bureau, Valley Clean Air Now Board and San Joaquin Valley Air Pollution Control District-Community Advisory Committee.

Cheryl K. Maki, of Auburn, has served as the chief executive
officer and general manager of Maki Heating and Air Conditioning since 1983. Maki previously served two terms on the Auburn
City Council, including two years as the mayor of Auburn in 1997 and 2004. She is a member of the Sierra Business Council and
the Auburn Area Chamber of Commerce.

Sandra O. Meraz, of Alpaugh, has served as the vice president
of the Tulare County Water Works District since 2006, where she previously served as president from 1998 to 2006. Meraz also founded
the Committee for a Better Alpaugh in 2000, where she successfully lobbied for government funding to bring clean water to Alpaugh's
public water system. Previously, she served on the Alpaugh Unified School District Board from 1997 to 1998.

Soapy Mulholland, of Springville, has been
appointed to the Central Valley Regional Water Quality Control Board. She has served as the executive director of the Sequoia
Riverlands Trust since 2002. Mulholland was previously interim executive director for the Economic Development Corporation of
Tulare County from 1998 to 1999. She is also the owner and operator of River Valley Ranch, McCarthy Creek Ranch and Quail Run Ranch.
Mulholland is a former member of the Occupational and Health Standards Board.

Dan Odenweller, of Stockton, has been
appointed to the Central Valley Regional Water Quality Control Board. He most recently served as a fishery biologist
and manager in the Habitat Conservation Division of the National Oceanic and Atmospheric Administration Fisheries from
2001 to 2004. Odenweller previously served with the California Department of Fish and Game from 1971 to 2001, retiring
as a senior fishery biologist. He is a member of the American Fisheries Society, the Sierra Club and Delta Flyfishers.

Pamela Creedon is the Executive Officer of the Central Valley Water Quality Control Board. She is a licensed Civil Engineer with over 26 years of professional experience, with over 16 years of experience in both the public and private sector developing and implementing water quality regulatory programs. She holds a Bachelor of Science and Master of Science in Civil Engineering from California State University, Sacramento. She is a member of the American Society of Civil Engineers and Tau Beta Pi. She serves on the CSU Sacramento Environmental and Water Resources Industry Advisory Committee, the American Society of Civil Engineers National Energy, Environment and Water Policy Committee, and on the Board of Directors for the San Francisco Estuary Institute Aquatic Science Center.

Jack Del Conte graduated from California State University, Chico, with a Bachelor of Science in Civil Engineering, and from Oregon State University, Corvallis, with a Master of Science in Sanitary Engineering/ minor in Water Resources. Jack is a Registered Civil Engineer. He was employed at Caltrans for one year and the State Water Resources Control Board for three years prior to joining the Central Valley Regional Board in 1974. As Assistant Executive Officer, he manages site cleanup, storm water, underground tank and various discharges to land programs in the Sacramento Office.

Ken Landau graduated from Cal Poly San Luis Obispo with a Bachelor of Science in Environmental Engineering, and from the College of the Deserts (Palm Desert) with an A.A. in Geology. Ken started with the Central Coast Regional Board as a student assistant, worked nine years with the Colorado River Basin Regional Board in Palm Desert, and transferred to the Central Valley Regional Board in Sacramento in 1985. Ken is a California Registered Civil Engineer. As Assistant Executive Officer, manages the NPDES, Agricultural, and Planning sections of the Sacramento Office.

Richard Loncarovich graduated from California State University, Chico, with a Bachelor of Science in Business Administration and a concentration in Finance and Accounting. Richard was employed at California Department of Food and Agriculture and the Department of Fish and Game before coming to the State Water Resources Control Board where he served as the Budget Officer. He joined the Central Valley Regional Board in 1995. As Assistant Executive Officer, he manages Administration, IT Operations and the Program Support unit in the Sacramento Office.

Loren Harlow is the Assistant Executive Officer located in the Fresno office, responsible for management of Regional Board programs in the Tulare Lake and Southern San Joaquin Valley. He has a Bachelor of Science degree in Civil Engineering, (Purdue University), Master of Science degree in Civil Engineering (Purdue University), Juris Doctor degree (San Joaquin College of Law). Mr. Harlow is a Professional Engineer (Civil) in the state of California. He is a member of multiple engineering organizations: the American Society of Civil Engineers, Chi Epsilon, the National Civil Engineering Scholastic Honorary Fraternity and others. He is an attorney and active member of the State Bar of California, and is a member of the American Bar Association, the Fresno County Bar Association, and member of the Environmental Law Division of the California Bar. Mr. Harlow has over 36 years experience in water quality and environmental regulation.

Jim Pedri is the Assistant Executive Officer in charge of the Central Valley Regional Water Quality Control Board’s Redding Office. The Board’s Redding Office has 27 professional and technical staff and is responsible for protection of water quality and administering state and federal water quality regulatory programs in Butte, Plumas, Shasta, Tehama, and portions of Lassen, Modoc and Siskiyou counties. Mr. Pedri has been in charge of the Redding Office since 1975 and prior to state service was employed by private engineering consulting firms. Mr. Pedri earned BS and MS degrees in Civil Engineering from California State University, Sacramento and has been a Registered Civil Engineer since 1973. |
