Water Quality Objective/Criterion: |
Waters shall not contain concentrations of chemical constituents in amounts which adversely affect the agricultural beneficial use. Interpretation of adverse effect shall be as derived from the University of California Agricultural Extension Service guidelines provided in Table 3-3 (Central Coast Waterboard Basin Plan, Chapter III, Section II.A.2 Objectives for all Inland and Surface Waters, Enclosed Bays and Estuaries). In Table 3-3 of the Basin Plan (page III-8), water quality guidelines state that severe problems may occur when pH is greater than 8.4 or less than 6.5 in irrigation supply water. |

Weight of Evidence: |
This pollutant is being considered for listing under section 2.2 of the Listing Policy. Under this section of the Policy, a minimum of one line of evidence is needed to assess listing status.
Three lines of evidence are available in the administrative record to assess this pollutant. One LOE (LOE #1892) is a placeholder that does not contain data or information in this database. The newly contributed data, LOE#17385 and #17386 (one sample assessed for Contact and Non-Contact Recreation) is insufficient in terms of sample count to revise the decision.
Based on the readily available information, the weight of evidence indicates that there is insufficient justification to remove this water segment-pollutant combination from the Water Quality Limited Segments Being Addressed portion of the section 303(d) list.
A pathogen TMDL was completed for the entire Morro Bay watershed (including Dairy Creek) and approved by U.S. EPA on January 20, 2004. |
|
RWQCB Board Decision / Staff Recommendation: |
After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be removed from the section 303(d) list because the sample size of the provided data is insufficient to determine with the power and confidence of the Listing Policy if water quality standards are being met. |
|
SWRCB Board Decision / Staff Recommendation: |
After review of the available data and information for this recommendation, SWRCB staff concluded that the water body should be placed in the Water Quality Limited Segments Being Addressed category of the section 303(d) list because a TMDL has been developed and is expected to result in attainment of the standard. |
|
USEPA Decision: |
USEPA in its final decision for the 2006 303(d) list, has determined that a TMDL has not been approved by USEPA for this pollutant water body combination. Therefore, this water body pollutant combination is being placed back on the 303(d) list (TMDL required list) pending completion and USEPA approval of a TMDL. |
