|
Weight of Evidence: |
This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.3 of the Listing Policy.
Two lines of evidence are available in the administrative record to assess this pollutant. Five of the 15 samples exceed the Evaluation Guideline (USEPA Ambient Water Quality Criteria for Bacteria, 1986) as it applies to the Water Contact Recreation beneficial use. None of the 15 samples exceed the water quality objective for Non-Contact Recreation. Based on section 3.3 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Five of the 15 samples exceed the Evaluation Guideline (USEPA Ambient Water Quality Criteria for Bacteria, 1986) as it applies to the Water Contact Recreation beneficial use and this meets or exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
|
RWQCB Board Decision / Staff Recommendation: |
After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards are exceeded and a pollutant contributes to or causes the problem. |

Weight of Evidence: |
This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.
Eight lines of evidence are available in the administrative record to assess this pollutant. Two water quality objectives are assessed: Seven of 20 samples exceeded the Cold Freshwater Habitat objectives, and therefore this supports rejection of the null hypothesis. None of the 20 samples exceeded the Warm Freshwater Habitat objectives and therefore this beneficial use is fully supported. In addition, 13 of 20 samples (and therefore the median value)exceed the general water quality objective for oxygen saturation (when applied as a single sample maximum). The Basin Plan objective states that the median oxygen saturation value shall not fall below 85% so the use rating for oxygen saturation is set at not supporting.
Based on section 3.2 the site exceeded numeric objectives for conventional pollutants.
3. Seven of 20 samples exceeded the Cold Freshwater Habitat objectives and 13 of 20 samples (as well as the median value oxygen saturation value) is below the general water quality objective. Each of these this meets or exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

Weight of Evidence: |
This pollutant is being considered for placement on the section 303(d) list under section 3.1 of the Listing Policy. Under section 3.1 a single line of evidence is necessary to assess listing status.
Two lines of evidence are available in the administrative record to assess this pollutant. Five of the 33 samples exceed the water quality objectives for Muncipal and Domestic Supply. Based on section 3.1 the site exceeded numeric objectives for toxic pollutants. Using the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.1.
3. Five of the 33 samples exceed the water quality objectives for Muncipal and Domestic Supply and this meets or exceeds the allowable frequency listed in Table 3.1 of the Listing Policy.
|

Six lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2. Thirteen of 31 samples exceed the Evaluation Guideline (Sigler et al., 1984) applied to protect for Cold and Warm Freshwater Habitat.
In addition, A recent publication (Steelhead/Rainbow Trout (Oncorhynchus mykiss) Resources South of the Golden Gate, California (Becker, G.S and I.J Reining, October 2008) identifies Uvas (Carnadero) Creek as having "Definite run or population". Therefore this Evaluation Guideline is relevant to the waterbody.

Weight of Evidence: |
This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.
Fifteen lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2. Eight of 38 samples exceeded the water quality objectives for Municipal and Domestic Supply, Water Contact Recreation, and Non-Contact Recreation and this rate of exceedance supports rejection of the null hypothesis. Two samples of 38 exceeded the Cold and Warm Freshwater Habitat objectives, and therefore these two beneficial uses are fully supported.
3. Eight of 38 samples exceeded the water quality objectives for Municipal and Domestic Supply, Water Contact Recreation, and Non-Contact Recreation and this rate of exceedance supports rejection of the null hypothesis and this meets or exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
|
