Two lines of evidence is available in the administrative record to assess this pollutant. Eight of the 39 samples exceed the Water Contact Recreation water quality objective but none of the 39 samples exceed the Non-Contact Recreation water quality objective.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.3 of the Listing Policy.
A TMDL for Pathogens in Soquel Lagoon was approved by the Central Coast Regional Board on March 21st, 2008. However, the Central Coast Regional Board Executive Officer withdrew the TMDL due to comments from the State Water Resources Control Board. The TMDL is being reheard at the March 20, 2009 Central Coast Regional Board Meeting.
Ten lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.3 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.

This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.3 of the Listing Policy.
A TMDL for Pathogens in Soquel Lagoon was approved by the Central Coast Regional Board on March 21st, 2008. However, the Central Coast Regional Board Executive Officer withdrew the TMDL due to comments from the State Water Resources Control Board. The TMDL is being reheard at the March 20, 2009 Central Coast Regional Board Meeting.
Four lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.3 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Twenty-one of 73 samples exceeded the Water Contact Recreation water quality objective and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy. Note that 32 of these 73 samples were collected in the Lagoon and of these 32 samples, 11 exceeded the Water Contact Recreation water quality objective. Therefore this decision supports the listing of Soquel Lagoon for pathogens.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy.
Five lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2.
In addition, A recent publication (Steelhead/Rainbow Trout (Oncorhynchus mykiss) Resources South of the Golden Gate, California (Becker, G.S and I.J Reining, October 2008) identifies Soquel Creek (and Lagoon) as having "Definite run or population" and specifically states the following: A mark and recapture study conducted in the lagoon in 2006 produced 992 individuals and a spawning survey conducted in 2002 documented redds and evidence of successful reproduction in lower Soquel Creek. Therefore this turbidity guideline is relevant to the waterbody.
Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.
This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Twenty-four of 143 samples exceeded the water quality objective and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
