CALL TO ORDER

The meeting was called to order by James M. Stubchaer, Chairman, January 20, 1999, at 9:00 a.m., in the First-Floor Hearing Room, 901 "P" Street, Sacramento, California.


BOARD MEMBERS PRESENT

James M. Stubchaer, Arthur G. Baggett, Jr., Mary Jane Forster, and John Brown.


BOARD MEMBERS ABSENT

None


STAFF PRESENT

Walt Pettit, Dale Claypoole, William Attwater, Maureen Marché, Ted Cobb and Gerald Thibeault.


OTHERS PRESENT

Gary Conover, Western United Dairymen; Robert Deloach, Cucamonga Water District; Rich Ruiz, Fontana and Cucamonga Water District.


PUBLIC FORUM

No one addressed the Board.


ELECTION OF VICE CHAIR

The Board unanimously elected Arthur G. Baggett, Jr. as Vice Chairman of the State Board.


PRESENTATION OF TEAM SUPERIOR ACCOMPLISHMENT AWARD

Presentation of Team Superior Accomplishment Award to the Division of Water Rights Bay/Delta Unit: Tom Howard, Victoria Whitney, Nick Wilcox, Julie Chan, Kevin Long, Alice Low, David LaBrie, Ken Emmanuel, Jaime Espinoza and Barbara Leidigh, Office of Chief Counsel.


CLEAN WATER PROGRAM

1. Consideration of Proposed Resolution Amending the Underground Storage Tank Cleanup Fund Priority List Amendment No. 70.

Motion: The Board unanimously adopted the resolution approving the proposed amendments. Resolution No. 2000-01


CONCENTRATED ANIMAL FEEDING OPERATIONS

2. Hearing Regarding Amending Santa Ana Regional Board Cease and Desist Order No. 99-65 For Concentrated Animal Feeding Operations.

Ted Cobb, Office of Chief Counsel, presented the item.

Gary Conover, Robert Deloach, and Rick Ruiz addressed the Board.

The Board continued the hearing to February 2, 2000.


CITY OF SANTA ROSA

3. Hearing Regarding a Proposed Order Revising Waste Discharge Requirements / NPDES Permit for the City of Santa Rosa's Laguna Subregional Wastewater Treatment Reuse and Disposal Facilities.

This item was previously removed from consideration and was rescheduled for March 1, 2000.

The Board Members reported on various meetings they have attended on behalf of the Board.


EXECUTIVE DIRECTOR's REPORT

The Executive Director submitted a written report summarizing current significant issues.
