All visitors are required to sign in and receive a badge prior to attending any meeting.  The Visitor and Environmental Services Center is located just inside and to the left of the Cal/EPA Building's public entrance.  Valid picture identification may be required due to the security level so please allow up to 15 minutes for this process.

PUBLIC FORUM

Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction, provided the matter is not on the Board's agenda or pending before the Board or a Regional Board.  Note:  Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

1-2.  The Board will be asked to approve Items 1-2 at one time.

 

WATER RIGHTS

3.  Proposed Emergency Regulations Establishing and Revising the State Water Resources Control Board’s Water Right and Water Quality Certification Fee Schedules.  (The Board will consider whether to adopt the proposed resolution adopting emergency regulations establishing and revising water right and water quality certification fee schedules in title 23, division 3, of the California Code of Regulations.)   For copies of the revised regulations, visit our web site at http://www.waterrights.ca.gov/fees/.

 

FINANCIAL ASSISTANCE

4.  An Informational Item Regarding the Short Term Implementation of the State Revolving Fund (SRF) Loan Program.  (Discussion will include funding and staff problems associated with the SWRCB's Financial Assistance Programs.  This is an informational item only.)

FINANCIAL ASSISTANCE

1.  Consideration of the Adoption of Regulations Setting Fees for the Wastewater Treatment Plant Classification and Operator Certification Program.  (The Board will consider whether to adopt the proposed regulations.)  [As previously noticed, the written comment period closed 5:00 p.m., October 13, 2003.]

 

 

 

 

 

 

ADMINISTRATION

2.  Consideration of a Proposed Interagency Agreement to Provide Funding Support for the Office of the Secretary for Environmental Protection.  (The Board will consider whether to adopt the proposed resolution.)

 

 

 

CLOSED SESSION ITEMS

(NOTE:  Closed Sessions are not open to the public.)

 

WATER RIGHTS   (This closed session is authorized under Government Code section 11126(c)(3).)

The Board will be meeting in closed session to deliberate on a proposed order prepared after a hearing on Administrative Civil Liability complaints for violations of Licenses 13444 and 13274 of Lloyd L. Phelps, Jr.; License 13194 of
Joey P. Ratto, Jr.; and License 13315 of Ronald D. Conn and Ron Silva, et al.

 

LITIGATION  (This closed session is authorized under Government Code section 11126(e)(1).)

The Board will be meeting in closed session to discuss ongoing litigation in the case of El Dorado Irrigation District v. SWRCB (Sacramento County Superior Court, No. 01CS01319).
